California’s push toward energy efficiency has put Title 24 certification at the forefront of heating, ventilation, and air conditioning (HVAC) standards, requiring contractors and building owners to meet strict guidelines aimed at reducing energy consumption statewide.

Title 24, part of the California Code of Regulations, establishes energy efficiency standards for residential and commercial buildings. For the HVAC industry, compliance means more than just installing equipment; it requires documentation, testing, and certification to verify systems are performing at peak efficiency.

“Title 24 is about making sure California’s buildings are as energy efficient as possible,” said Zack Eismin, our lead technician on Title 24 services. “Certain requirements are needed because heating and cooling account for such a large portion of energy use.”

Among the requirements: HVAC systems must be properly sized, ducts sealed, and thermostats programmed to meet state-mandated efficiency benchmarks. Contractors must also submit compliance forms and, in many cases, undergo third-party testing and verification.

Industry experts say the certification not only helps lower utility bills but also reduces greenhouse gas emissions, aligning with California’s ambitious climate goals. According to the California Energy Commission's 2025 Energy Code Fact Sheet, full compliance with Title 24 standards can cut energy use by up to an estimated 30 percent compared with buildings that do not meet the code.
